Why am I walking so slow? Fallout New Vegas?

I'm playing fallout new vegas on ps3 and my character is walking slower then usual in 1st person view. in 3rd person view he walks fine, but in 1st person he walks at the same speed as if he was crouched. I'm not over-encumbered and my limbs are fine. When I unholster my weapon in 1st person i walk normally, but if i holster it, i walk slow again.
